Dann sollte man einen Blick in das Installations Readme werfen:

Microsoft Cellular Emulator does not support Windows XP Professional x64 Edition

The current version of the Cellular Emulator does not support Windows XP Professional x64 Edition. If you run the Cellular Emulator on Windows XP Professional x64 Edition, the OS returns an error message stating that there is not enough pairs of XPVCOM in the system.

...tja, ich habe mal wieder was gelernt, öfter ins Readme schauen und dann erst stundenlang suchen ;-)
